Literacy in Settings

In all settings, average characters are assumed to be able to speak at least their native language.

In a literate setting, characters are assumed to be able to read and write their native language. A literate setting is any setting where the average inhabitant of the game world can read and write their native language.

In a pre-literate setting, most characters, unless gifted by special education or occupation, are not reasonably expected to read and write to get along in their game world.

There are several degrees between literate settings and pre-literate ones. For example, one group of people could remain illiterate, while the rest of the people of that setting learn to read and write early on.
